Florida Impact Window Requirements
Florida’s modern window-performance rules were significantly reshaped after Hurricane Andrew struck South Florida in August 1992. The storm caused about $26.5 billion in damage in 1992 dollars and was associated with 65 deaths. Post-storm investigations exposed weaknesses in the state’s fragmented code system, enforcement and construction practices, helping drive the creation of a unified statewide Florida Building Code. Miami-Dade and Broward now operate under HVHZ requirements that are among the most stringent wind-borne-debris standards in the United States.

HVHZ testing includes large-missile impact and cyclic pressure testing. The large-missile test generally uses a nominal 9 lb 2×4 timber missile traveling at 50 ft/s, followed by repeated pressure cycling.

A Miami-Dade NOA is a separate local approval commonly used for Miami-Dade approved windows in HVHZ zones. It is not the only route: a Florida Product Approval specifically approved for HVHZ use may also be accepted. Approval applies to the exact product and configuration, not the brand as a whole.
